The consequences of basic research in science and technology are sometimes all good, for example the discovery of the HIV virus as recognized in the 2008 Nobel prize in Medicine. A contrary example is the Wright Brothers development and demonstration of the principles of heavier-than-air flight, the invention of the airplane leading to great benefits and terrible destruction.
I propose three restrictions on basic research: (1) drastic reduction in military research, (2) restriction of experimentation on animals to those investigations required for progress in medicine, (3) an end to grandiose scientific projects that cost a great deal but promise little or no benefits to humanity, grandiose projects such as the International Space Station, the ITER Controlled Fusion Project, and the plan to send humans to Mars.
