&lt;p&gt;For decades, staff working with HIV-positive patients or patients with drug addiction have collected scientific evidence bearing witness to the failings of prohibitionist policies; however, reading this data from an ideological standpoint one could easily ignore the devastating effects of the “drugs war” in terms of public health: number of deaths and levels of infection, recovery, and cure. When political powers decide to trample on every bit of evidence, the road to new forms of totalitarianism is opened: it is because of this that we decided to back the mobilisation of scientists and doctors through the Vienna Declaration, which includes among the first signatories Elly Katabira, President of the International AIDS Society; Evan Wood, PhD, founder of the International Centre for Science in Drug Policy; Julio Montaner, President of the International AIDS Society; Fernando Henrique Cardoso, President of Brazil 1995-2003, and Adeeba Kamarulzaman, Head of the Department for Infectious Diseases, University of Malaysia. &lt;/p&gt;

 <title>IVF in Poland. World Congress helps the Polish Federation for Women and Family Planning facing Church&#039;s prohibitionism</title>

An open letter by Luca Coscioni Association and the Nonviolent Radical Party was read on that occasion.  &lt;/p&gt;
&lt;p&gt;According to Luca Coscioni Association the right to health has no national barriers, since it is a fundamental and universal human right. To endorse this right in a concrete way our association together with the Nonviolent Radical Party, transnational and transparty campaigns at the United Nations, the European Parliament and worldwide.&lt;/p&gt;

 <title>Freedom of research in Italy - Request of support</title>

 <description>&lt;p&gt;In concert with professor Elena Cattaneo, Elisabetta Cerbai and Silvia Garagna,  Luca Coscioni Association launched an appeal to raise funds aimed at covering part of the legal expenses of the three Italian scientists appealing against the Italian government’s decision to arbitrarily exclude human embryonic stem cells from an 8-million euro fund for stem-cell biology (&lt;a href=&quot;http://www.freedomofresearch.org/?q=node/204&quot;&gt;read the chronology of the action&lt;/a&gt;). Since the beginning of the appeal (July 7) 7.974,79 euro (around 10.337 USD) have already been raised. The first tranche of legal expenses has been promptly refunded (see attachments). &lt;/p&gt;

 <description>&lt;p&gt;Luca Coscioni Association endorsed an open letter by the National Abortion Federation addressed to the Prime Minister of Canada after members of his cabinet had publicly stated that the government’s maternal health strategy will not address unsafe abortions in developing countries or support access to family planning and contraceptives. “It is imperative that the work done in Canada build on—not backtrack from—previous commitments”, wrote a hundred sign-on organizations, including the Nonviolent Radical Party, Hands Off Cain and No Peace Without Justice.&lt;/p&gt;

INTRODUCTION&lt;br /&gt;
With the help of the United States of America, Panama became a free country in 1903, seceding from Columbia. Panama is an extremely young country (especially when considering the fact that the United States is only a few hundred years old). Our first reaction while researching this country was that it was extremely radical and underdeveloped with poor healthcare and virtually no large hospitals. After digging deeper, we found that this is not the case in Panama. Although it is very young, Panama is on the verge of becoming aware that legislations match their moral values. In May of 2001, Panama established a National Commission on Bio-safety and Bioethics, charged with the drafting of bills pertaining to genetic bio-safety, stem cell research therapy and cloning. This is one of the first steps Panama has taken in regards to establishing a systematic process where bioethical issues can be discussed. We consider it a giant leap forward for the country as a whole in dealing with bioethical issues that will surely arise in greater numbers in the future. Although some health care issues are restricted, the government has not yet established a position and even requirements and limits on many issues. This opens a vacuum of opportunity for private companies to practice without fear of legal retribution, and with minimal (if any) specific requirements or guidelines. &lt;/p&gt;

&lt;p&gt;The Hong Kong-headquartered charity, which is campaigning to end the brutal bear bile trade in Asia and rescuing hundreds of bears and rehabilitating them at its sanctuaries, says officials are ignoring compelling health concerns about the bile trade, which involves the torture of chronically ill bears for years, sometimes decades, under extremely confined and unhygienic conditions.&lt;/p&gt;

The amount of freedom awarded in regards to ethical and controversial issues is pretty high, in that the government does not prohibit many laws that some people from South Africa would find morally offensive.&lt;/p&gt;
